Abstract For most of the past two years, Standard & Poor's Ratings Services has had a negative outlook on the U.S. health and life insurance sectors as well as the commercial lines and personal lines segments of the property/casualty sector. Insurers' credit quality generally degraded throughout the recession and its immediate aftermath. And dislocations in the financial markets, an anemic economy, concerns about portfolio asset values, and uncertainty about new laws and regulations--especially for health insurers--clouded their prospects. But now, business conditions are getting better: Capitalization has improved, pricing is stronger, and the industry has a clearer picture of what reform might mean.
