Standard & Poor's Ratings Services assigned its 'A' rating, and stable outlook, to Missouri Association of Rural Education's series 2011 lease refunding certificates of participation (COPs), issued for Lafayette County R-VII School District (Odessa), Mo., reflecting the district's pledge of semiannual lease-rental payments. Standard & Poor's also assigned its 'A+' issuer credit rating (ICR), and stable outlook, on the district. At the same time, Standard & Poor's affirmed its 'AA+' enhanced program rating, with a stable outlook, on the district's existing general obligation (GO) debt, reflecting its qualification for, and participation in, the Missouri Direct Deposit of State Aid program.
