Abstract
The 'AA-' rating on the village of Pleasant Prairie, Wis.' general obligation (GO) refunding bonds series 2008E reflects the village's: Participation in the Chicago, Ill. and Milwaukee, Wis. deep and diverse regional economies; Very strong wealth and income levels; Continued commercial and industrial growth from the village's tax-increment district; and Solid financial operations. A high per capita debt level and future capital needs related to the tax-increment district limit the credit strengths above. Securing payment of debt service on the series 2008E bonds is the village's unlimited-tax GO pledge. Bond proceeds will refund a portion of the village's series 1998A GO refunding bonds for interest cost savings.
