A high per capita debt level and future capital needs related to the tax-increment district limit the credit strengths above. Securing payment of debt service on the series 2008E bonds is the village's unlimited-tax GO pledge. Bond proceeds will refund a portion of the village's series 1998A GO refunding bonds for interest cost savings.
