Abstract
Standard & Poor's Ratings Services assigned its 'AA' long-term rating to Mesquite, Texas' series 2010 general obligation (GO) refunding bonds. In addition, Standard & Poor's affirmed its 'AA' long-term and underlying rating (SPUR) on the city's outstanding GO debt. The outlook is stable. The 'AA' rating reflects our view of the city's: Location in the Dallas-Fort Worth metropolitan statistical area and participation in the expanding regional economy; Good management, financial performance, and reserve position; and Growing and diverse tax base. The city's adequate market value per capita, moderate overall net debt burden, and additional capital needs associated with growth pressures preclude a higher rating.
