On July 2, 2002, Standard & Poor's assigned its single-'A' long-term issuer credit rating to Halifax Regional Municipality (Halifax). The outlook is stable. The rating on Halifax, which is located in the Province of Nova Scotia (local currency A-/Stable/--; foreign currency A-/Stable/A-1), incorporates the local economy's strong performances in recent years, solid population and taxable assessment growth since the mid-1990s, and an above-average level of fiscal flexibility. The strength of the rating on Halifax is offset, however, by limitations in financial flexibility that have resulted from a debt burden that is relatively high, low reserves and liquidity levels, and a relatively low degree of provincial support compared with many other Canadian municipalities.
