Abstract
Retirement issues, particularly the adequacy of pension funding, are becoming increasingly important credit factors in the assessment of private- and public-sector balance sheets. Two key forces behind the greater focus on the pensions of international (non-U.S.) local and regional governments (LRGs) are demographic changes and the movement toward greater financial disclosure in the public sector. Standard & Poor's Ratings Services notes that in most jurisdictions where we rate entities, LRGs have begun addressing the adequacy of their pension funding practices.
