Abstract
Standard & Poor's Ratings Services has assigned its 'A+' long-term rating and stable outlook to the City of Belton, Mo.'s series 2011 general obligation (GO) refunding and improvement bonds. At the same time, Standard & Poor's affirmed its 'A+' issuer credit rating (ICR) on the city, its 'A+' long-term rating on the city's outstanding GO bonds, and its 'A' long-term rating on the city's appropriation-secured debt. The 'A+' long-term rating reflects our view of the city's: Stable local tax base that is enhanced by participation within the diverse Kansas City metropolitan area economy; Good income indicators; and Good financial management practices that support strong reserve levels. Lessening these strengths are the city's high debt burden and debt service carrying charges....
