Renewable Policy Analysis - May, 2011

1. Scheduling in the Indian Power Sector

The Central Commission of Power has laid down the Indian Electricity Grid Code (IEGC) wherein it gives the rules to be followed by various participants in the system, encompassing all the utilities connected to Inter-State Transmission Systems (ISTS). It explains the relationship between the various users of the ISTS and facilitates optimal maintenance and coordination in the development of power markets, planning of the grid and development of renewable energy sources. IEGC was signed on April 28, 2010 and will apply to wind and solar power generators from January 1, 2011. Wind and solar facilities, in operation from April 2010 will have to abide by the rules and regulations stated under IEGC.

2. Italy – Amendments in Energy Bill (Conta Energia IV)

Italy has recently revised the legislation governing the promotion of solar energy to encourage self sufficiency in the solar market and minimize the economic burden of promotional tariffs on individuals and businesses. The revised promotional schemes known as Conto Energia IV will become effective from the beginning of next month and will gradually reduce the current Feed-in Tariff (FIT) levels over the rest of the year until 2013; however in 2013 incentive levels will increase between 5-10 euro cents per kWh.
