DALLAS (Standard & Poor's) May 3, 2011--Standard & Poor's Ratings Services assigned its 'BBB' long-term rating to Independence County Public Health and Education Facilities Board, Ark.'s $35 million series 2011 fixed-rate bonds being issued for White River Health System Inc. At the same time, Standard & Poor's affirmed its 'BBB' rating on the system's series 2010, 2004, 2003, and 1999 bonds by various issuers. The outlook is stable. "The rating reflects our view of White River's robust and improved operating profitability in fiscal 2010, solid pro forma maximum annual debt service coverage, and modest pro forma leverage and debt burden despite the fact that its long-term debt will more than double with the series 2011 bonds," said Standard & Poor's...
