Standard & Poor's Ratings Services assigned its 'BBB' standard long-term rating, and stable outlook, to Harris-Fort Bend Counties Municipal Utility District (MUD) No. 5, Texas' series 2008 unlimited-tax general obligation (GO) bonds and affirmed its 'BBB' standard long-term rating and Standard & Poor's underlying rating (SPUR), with a stable outlook, on the district's existing debt. The ratings reflect the district's: Location and participation in the Houston metropolitan economy with access for district residents via the Grand Parkway; and Stable operating history, coupled with very strong reserves. Offsetting factors include the district's: Moderately concentrated property tax base; High debt burden, coupled with additional capital needs; and Moderate total property tax rate.
