Abstract
Standard & Poor's Ratings Services rates 126 sovereign governments and has transfer and convertibility (T&C) assessments for each country with a rated sovereign. In April, Standard & Poor's raised its ratings on Indonesia and lowered its ratings on Ireland. Standard & Poor's also revised its outlook on Estonia to positive and its outlooks on Japan and the U.S. to negative. In addition, Standard & Poor's placed its ratings on Iceland on CreditWatch with negative implications. As of April 30, 15 sovereigns had positive outlooks, up from 10 a year earlier but little changed in recent months.
