NEW YORK (Standard & Poor's) Jan. 21, 2004--Standard & Poor's Ratings Services said it revised its rating outlook to negative from stable on the University of Cincinnati (UC), Ohio. In addition, Standard & Poor's affirmed its 'AA-' rating on UC's outstanding general receipts bonds and its 'A+' rating on the university's outstanding certificates of participation. "The outlook revision reflects continued operating deficits, near-term deficit operating performance, a high debt burden, additional new debt issuance planned in 2004, low liquidity for a comprehensive public university, and continued uncertainty regarding state operating support," said Standard & Poor's credit analyst Susan Carlson.
