Abstract
Standard & Poor's Ratings Services assigned its 'AAA' rating to Collin County, Texas' series 2010 unlimited tax refunding bonds, and series 2010 limited tax refunding bonds. In addition, Standard & Poor's affirmed its 'AAA' ratings on the county's existing debt. The outlook on all ratings is stable. The ratings reflect our view of the county's: Substantial participation in the north-central Texas economy; Continued deepening and diversification of the property tax base, which provides the majority of the county's revenues; Strong wealth and income indicators; Good financial management practices, which have resulted in very strong reserve levels; and Very low direct debt burden, though overall debt levels remains moderately high.
