Abstract
Participation in the FDIC's Temporary Liquidity Guarantee Program (TLGP) has provided a significant benefit to borrowers. To determine the magnitude of this advantage, we examined 10 leading issues made this year by those participating in TLGP and those who are not. We found that, on average, the benchmark spread based on available information for debt issues offered by firms that are part of the program were considerably lower than those for non-TLGP participants. Based upon data from Capital IQ, we determined that the average spread relative to comparable Treasuries for issues by firms that were part of the program was under 100 basis points (bps) compared with nearly 300 bps for securities from non–TLGP firms.
