Abstract NEW YORK (Standard & Poor's) June 4, 2002--Following a year of hectic ratings activity among international local and regional government (ILRG) entities, this year promises to yield greater stability, Standard & Poor's said today. Even though the outlook for global economic growth is on the mend, many regional and local governments remain focused on consolidating their finances and maintaining prudent bottom lines. 'Plans for increased capital expenditure are likely to be placed on hold until the global economic recovery takes root more firmly and revenue trends show visible gains.
