Abstract
Standard & Poor's Ratings Services has assigned its 'AA-' long-term rating to Maricopa County Unified School District No. 11 (Peoria), Ariz.'s series 2011 general obligation (GO) school improvement bonds and affirmed its 'AA-' long-term rating and underlying rating (SPUR) on the district's parity GO debt. In our opinion, the rating reflects: Easy access to the deep and diverse metropolitan Phoenix economy; Solid underlying economic indicators, characterized by good resident income levels, strong per capita property wealth, and low levels of unemployment; Additional revenue flexibility provided by a recently renewed seven-year 10% voter-authorized override; and Moderate overall net debt burden, limited projected future capital needs, and what we consider to be a manageable pension and other postemployment liability obligation.
