Abstract
In recent decades, the increasing integration of the U.S. electrical grid and changes in technology and markets have created new demand to move power over greater distances, often crossing state boundaries and even entire regions. The growth in transmission is a response to the need to achieve greater reliability with better interconnection between generating plants. It is also a response to several landmark developments in federal and state policies requiring a more resilient transmission infrastructure. These include the Energy Policy Act of 2005, states' renewable portfolio standards (RPS) requiring wider use of renewable energy, new federal transmission pricing policies, and federal initiatives promoting the development of highly computerized smart grids under the 2009 American Recovery and Reinvestment Act.
