The 'AAA' enhanced rating on Mansfield Independent School District, Texas' series 2003 unlimited-tax school building and refunding bonds is based on the security of the Texas Permanent School Fund guarantee. The 'A+' Standard & Poor's underlying rating (SPUR) reflects the district's: Location in the rapidly growing Dallas-Fort Worth MSA economic area, leading to strong tax base growth; Above-average income levels; and Strong financial performance despite growth pressures. Mitigating credit factors include the district's: Rapidly increasing student enrollment; and Capital needs, which will further pressure an already high debt burden.
