Abstract
The 'AA' rating on Oyster Bay, N.Y.'s public improvement bonds series 2004A, B, and C reflects the town's: Strong economic base with access to the New York City MSA, High wealth and income levels, Strong tax base growth and diversification, and Improved financial position with the expectation of continued positive results. These credit strengths are somewhat mitigated by the town's high per capita debt burden; this is not a major concern, however, as debt burden is low when compared with market value, amortization is rapid, and the debt service carrying charges are low. The town's full faith and credit are pledged to repayment of the bonds. Proceeds will be used to retire outstanding BANs and new money for various town...
