Standard & Poor's Ratings Services affirmed its 'AA-' long-term rating and underlying rating (SPUR) on Charlotte Mecklenburg Hospital Authority, N.C.'s bonds. The authority does business as Carolinas HealthCare System (CHS). In 2009, management further restructured its long-term debt portfolio. Before the 2009 restructuring, CHS's underlying debt mix was 39% fixed rate and 61% variable-rate. Post-restructuring, as of Dec. 31, 2009, CHS's underlying debt mix is 53% fixed rate and 47% variable-rate, although the variable-rate debt is synthetically fixed. Concerns regarding put risk associated with CHS's $736.7 million (as of March 31, 2010) in variable-rate debt are mitigated by CHS's $1.9 billion of unrestricted cash on March 31, 2010, equal to 258% of puttable debt.
