The 'AAA' enhanced rating on Barbers Hill Independent School District, Texas' unlimited-tax schoolhouse and refunding bonds reflects the guarantee of the Texas Permanent School Fund. The 'A-' Standard & Poor's underlying rating (SPUR) reflects the district's: Concentrated tax base, which is dominated by the petroleum industry; High wealth per student due to the petroleum plants, which has resulted in the need to transfer local revenues to various state redistribution programs; Satisfactory financial performance; and Moderate debt burden with a slow amortization schedule. An unlimited ad valorem property tax pledge secures the bonds, which will be used to finance the construction of new classroom facilities.
