Abstract
Standard & Poor's Ratings Services assigned its 'AA' enhanced program rating and 'AA' school issuer credit rating (ICR), and stable outlook, to Horry County School District, S.C.'s series 2010B general obligation (GO) refunding bonds and affirmed its 'AA' enhanced program rating and 'AA' ICR, with a stable outlook, on the district's existing GO debt. The 'AA' enhanced program rating reflects the South Carolina state education finance program. The credit characteristics supporting the ICR reflect our opinion of the district's: Continually expanding local economy that still primarily depends on tourism, reflected by the seasonality within the higher-than-average unemployment; Substantial property tax base that has been growing at a steady rate, coupled with an extremely strong market value per capita; Consistently strong...
