Abstract As the tertiary education sector in Australia and New Zealand becomes more entrepreneurial in the face of changes to government funding arrangements, credit ratings on higher education institutions in these two countries are becoming more relevant. Standard & Poor's has considerable experience in rating debt issued by public and private higher education institutions in the U.S. and elsewhere. It has drawn on this experience to develop criteria for credit ratings on higher education institutions that are appropriate to the Australian and New Zealand environments.
