The 'AA-' and 'A+' Standard & Poor's underlying ratings (SPUR) on Peralta Community College District, Calif.'s various bonds reflect the district's: Strong economic base, with full participation in the San Francisco Bay Area economy and above-average income indicators; Large, diverse, and expanding property tax base; and Satisfactory financial operations and reserve levels. These rating strengths are tempered by a high overall debt burden. The district's authority to annually levy unlimited ad valorem taxes to repay debt service secures the GO bonds. The other postemployment benefit (OPEB) bonds are absolute and unconditional obligations of the district.
