DALLAS (Standard & Poor's) Nov. 1, 2010--Standard & Poor's Ratings Services revised its rating outlook on Bledsoe County, Tenn.'s outstanding general obligation (GO) bonds to negative from stable. "The outlook revision reflects our concerns about the county's uneven financial performance and ability to maintain an unreserved fund balance at levels we believe are commensurate with an 'A' rating," said Standard & Poor's credit analyst Sarah Smaardyk. Standard & Poor's also affirmed its 'A' long-term rating and underlying rating (SPUR) on the bonds. Finally, Standard & Poor's assigned its 'A' long-term rating to the county's series 2010 GO refunding bonds.
