Abstract
Standard & Poor's Ratings Services believes that Japanese banks remain challenged to accurately recognize interest rate risk amidst rapid development in risk management techniques, and enhance effective controls to enable them to rapidly contain any increase in risk within the tolerance of their capital and earnings levels. Japanese banks have been expanding their Japanese government bond (JGB) holdings materially in recent years. The country's major banks have tended to mitigate interest rate risk by shortening the duration of their JGB holdings, based partly on the assumption that market interest rates would enter a rising phase.
