Abstract
Over the past year the U.S. public power sector has continued to experience overall credit stability, and even slight improvement, despite challenges the industry continues to face. All but one of the 229 ratings in the sector are investment grade, with roughly 84% of the credits rated at least 'A-' and 25% in the 'AA' category. The public power sector includes municipally owned electric utilities and combined (or multisegment) utilities, as well as joint-action agencies consisting of two or more participating utilities. Standard & Poor's Ratings Services raised its ratings on 11 credits in the sector while lowering just three since the previous report card was published in June 2005.
