Standard & Poor's Ratings Services assigned its 'AA-' rating to Clark County, Public Utility District, No. 1, Wash.'s water system revenue and refunding bonds, series 2008. The rating reflects: Good projected coverage of annual debt service, supported by good historical coverage performance; A mixture of rural and urban customers within Clark County, near the large and diverse Portland, Ore., region; A stable and diverse customer base that is primarily residential; and Low water rates. An offsetting factor is the district's annual need to raise rates around 10% to maintain good coverage. A net revenue pledge secures the bonds.
