Abstract
Despite ongoing challenges facing the U.S. power industry, the credit stability of the public power sector has continued. Standard & Poor's Ratings Services maintains 232 ratings in the public power sector, which includes municipally owned electric utilities and combined (or multisegment) utilities as well as joint-action agencies consisting of two or more participating utilities. All credits in the sector but one are rated in the investment-grade category, with roughly 85% rated at least 'A-' and 23% reaching the 'AA' category. The sector has continued to experience overall credit stability, and even slight improvement, with 11 ratings raised and just two lowered since June 2006, when our previous report card was published.
