Abstract
Like many states in the western U.S., Oregon has a vibrant initiative process that enables citizens to place often complex and controversial laws on the ballot for popular consideration. Often, these laws take the form of amendments to the constitution, which are particularly difficult to change with subsequent legislative or legal action. Over the past decade, as Oregon has faced rapid population in-migration and property value growth, a number of ballot initiatives have been passed that limit the power of local governments to raise property taxes. The initiatives have varied in their direct effects and many of these effects have been masked by strong economic and revenue growth in the state.
