Standard & Poor's review of the post-November 2002 election indicates that state and local government credit quality is expected to remain largely unaffected by the plethora of issues present on this year's ballot. The election, however, was marked by several notable themes, including the following: A record number of bond proposals and authorizations were approved, with California statewide and local proposals leading the way. Tax cut proposals in Massachusetts and Arkansas , which could have had significant negative credit implications, were defeated; however, the margin by which they were defeated suggests that these questions could resurface in coming elections.
