Abstract
The slate of state ballot measures this November is much smaller than in 2006, which was the third busiest in U.S. history. Key topics this year include bond issuance, school funding, and state finance. Standard & Poor's Ratings Services does not believe that any single ballot measure poses an immediate credit concern for state or local government ratings. The 33 measures for the Nov. 6 election are lower than the 39 measures in 2005, the previous year without elections for national-level offices, and include just four measures placed by citizen petition, according to the Initiatives and Referendum Institute (IRI).
