Abstract
Standard & Poor's Ratings Services has revised its rating outlook on Dauphin County, Pa.'s general obligation (GO) bonds to negative from stable, reflecting the county's now-active status as guarantor for debt payments owed by the Harrisburg Authority through 2033, including payments on behalf of the authority in 2009 expected to total $1.5 million, and for a working capital loan payment totaling approximately $34 million due in December 2010. The 'AA' ratings on the bonds have been affirmed. The county's series 2009 GO bonds have been rated 'AA'. The 'AA' rating reflects, in Standard & Poor's opinion, the county's: Stable economic base, anchored by a substantial presence of state and federal government employment that provides a foundation of good income levels...
