Abstract
Standard & Poor's Ratings Services assigned its 'AAA' long-term rating and stable outlook to Madison Area Technical College District, Wisc.'s series 2010-11B general obligation (GO) promissory notes. Standard & Poor's also affirmed its 'AAA' long-term rating on the district's parity GO debt. The ratings reflect our view of the district's: Sizable, diverse, and stable economic base with consistently low unemployment rates; Strong economic indicators; Stable financial operations supported by very strong reserves, revenue raising flexibility, as well as management's strong policies and procedures; and Low to moderate overall debt burden with rapid amortization.
