The rating reflects our view of the district's: Sizable, diverse, and stable economic base with consistently low unemployment; Strong economic indicators; Stable financial operations, supported by very strong reserves, revenue-raising flexibility, and management's strong policies and procedures; and Low-to-moderate overall debt burden with rapid amortization. The district's unlimited-tax GO pledge secures the series 2010-2011C notes. Officials plan to use note proceeds to fund capital improvements, acquire equipment, and pay issuance costs.
