Abstract
Standard & Poor's Ratings Services assigned its 'A' rating and stable outlook to Louisiana Local Government Environmental Facilities & Community Development Authority's series 2011 revenue bonds, supported by Youngsville, La. A pledge of the city's lawfully available funds secures the bonds. The rating reflects our view of the city's: Very strong fund balance relative to expenditures, Access to Lafayette's deep economic base, and Good wealth and income levels. We believe these credit strengths are offset, in part, by the city's: Nominally low general fund balance levels despite being, what we consider, strong compared to expenditures; and Moderate debt burden with, what we regard as, elevated debt service carrying charges.
