Abstract
The 'AAA' rating on Alief Independent School District, Texas' unlimited-tax refunding bonds is based on the Texas Permanent School Fund guarantee program. The Standard & Poor's underlying rating (SPUR) is based on the full faith and credit pledge of the district and reflects its: Participation in the broad Houston, Texas area economy; Rapid tax base and enrollment growth; and Historically sound financial performance. A high overall debt burden coupled with enrollment-driven future capital needs offsets these strengths. Alief Independent School District is in southwest Harris County and includes a portion of Houston, Texas, in addition to outlying areas.
