Abstract
Standard & Poor's Ratings Services has assigned its 'BBB+' long-term rating and stable outlook to Williamson County Municipal Utility District (MUD) No. 11, Texas' series 2011 unlimited-tax general obligation (GO) debt. At the same time, Standard & Poor's affirmed its 'BBB+' long-term rating and underlying rating (SPUR), with a stable outlook, to the district's existing GO debt. The rating reflects our assessment of the district's: Access to the Austin, Texas' deep economic and employment base; Mature development; and Very strong financial position, indicated by healthy reserves. We believe the rating is constrained by the district's high overall net debt burden. An unlimited ad valorem tax levied on all taxable property in the district secures the bonds.
