Standard & Poor's Ratings Services raised its underlying rating (SPUR) on St. Mary Parish Consolidated School District No. 1, La.'s general obligation (GO) debt one notch to 'A' from 'A-' based on Standard & Poor's assessment of the district's maintenance of very strong finances and updated economic data, reflecting improved income levels. The outlook is stable. In our opinion, additional rating strengths include the district's moderate debt levels with no additional debt financed capital needs. We believe these strengths are weakened by the district's: Ongoing student enrollment declines, which have an effect on state funding; and Concentrated property tax base.
