Abstract Standard & Poor's Ratings Services has assigned its 'AA-' rating to Education Reform Success Inc., Ga.'s series 2011A qualified school construction bonds and 2011B certificates of participation (COPs), issued on behalf of Atlanta Independent School System. At the same time, Standard & Poor's assigned its 'AA' issuer credit rating (ICR) to Atlanta Independent School System. The 'AA-' rating reflects our view of: A lease structure that includes the system's covenant to budget and appropriate lease payments annually, and The system's general credit characteristics. Securing the bonds are lease payments and additional rental payments from the system to Education Reform Success Inc., a nonprofit corporation, for land and improvements related to the system's current project.
