Bulletin: Senate Support For A Rate Freeze Pressures Ratings On ComEd and Ameren Illinois Utilities Mar 07

Abstract
NEW YORK (Standard & Poor's) March 23, 2007--Standard & Poor's Ratings Services said today that a one-year rate-freeze bill targeting Commonwealth Edison Co. (BBB-/Watch Neg/A-3) and Ameren Corp.'s Illinois utilities (Illinois Power Co., Central Illinois Public Service Co., and Central Illinois Light Co.- -all rated BBB-/Watch Neg/--) has been voted out of the Illinois Senate Environment and Energy Committee. The bill may now move to the Senate floor for a vote. If the bill is successful in moving to the House, we would lower the ratings on all four Illinois utilities, perhaps precipitously, depending on the circumstances.
