Abstract
NEW YORK (Standard & Poor's) Nov. 10, 2010--Standard & Poor's Ratings Services assigned its 'BBB-' long-term rating, with a stable outlook, to County Commission of Brooke County, W.V.'s series 2010A and 2010B revenue bonds issued for Bethany College. The 'BBB-' rating reflects Standard & Poor's assessment of Bethany's increasing headcount enrollment and applications as well as above-average student quality; breakeven financial operating performance based on generally accepted accounting principles; and very good level of cash and investments. An additional credit strength is Bethany's recent successful fundraising efforts under the leadership of the current president, which resulted in significant capital investment of physical facilities.
