Abstract
Although absolute nonperforming asset levels are at an all time low, there are signs that the bottom has been reached and there is likely to be some cyclical weakening. A less-robust domestic economic climate appears likely to hurt the asset quality of New Zealand's banks in the medium term. The absolute level of gross problematic assets (GPAs) in the system is increasing, although asset-quality ratios have been stable at relatively low levels. Gross private-sector debt levels are high, having increased to 159% of gross domestic product (GDP) in 1999, from 122% in 1995.
