NEW YORK (Standard & Poor's) April 6, 2006--Standard & Poor's Ratings Services said today it assigned its 'mxA-' national scale rating to the Universidad Aut-noma del Carmen (UNACAR). The outlook is stable. The rating on UNACAR is Standard & Poor's second state public university rating in the United Mexican States (sovereign foreign Currency, BBB/Stable/A-3; local currency, A/Stable/A-1/mxAAA). "The rating on UNACAR is based on its strong relationship with the state-owned Mexican oil and gas company Petroleos Mexicanos (PEMEX; foreign currency BBB/Stable/--; local currency A-/Stable/--), one of the largest oil companies in the world; stable levels of federal and state support, relatively slow growth of enrollment (nearly 23% in the past five years); positive operating balances; and manageable debt levels," explained...
