Abstract
A few weeks ago, yet another head of state jumped on the renewable energy bandwagon, promising a great future for renewable energy in that state's resource mix. Governor George Pataki from New York spelled out his plan, albeit ever so briefly, in his 2003 state of the state speech. Pataki wants to make New York a national leader in renewable energy usage, with a 'guarantee' that renewable energy sources will supply 25% of the state's electricity demand by early 2013. Governor Pataki's goals are noble, but the means may be meager, and Standard & Poor's will read with interest the proposals contained in the Pataki 'guarantee'.
