Bulletin: Russian Capital City of Moscow Ratings Unaffected By Presidential Suggestion To Create Capital Federal District Jun 11

Abstract MOSCOW (Standard & Poor's) June 20, 2011--Standard & Poor's Ratings Services said today that its ratings on the City of Moscow (BBB/Stable--) are unaffected by Russian President Dmitry Medvedev's suggestion to create the Capital Federal District. No details of the proposal are yet available, but implementation of the proposal, if it takes place, would be in the medium to long term, in our view. The possible effects on both revenues and expenditures are hard to estimate. We already incorporate uncertainty from changes affecting Russian local and regional governments' revenue and expenditure responsibilities in our assessment of Russia's institutional framework and, consequently, into our ratings on Moscow.
