The Germany Pharmaceuticals and Healthcare Report provides industry professionals and strategists, corporate analysts, pharmaceutical associations, government departments and regulatory bodies with independent forecasts and competitive intelligence on Germany's pharmaceuticals and healthcare industry.

The Analysts View:

Despite the threat of austerity measures, the government's focus on cost-containment within the pharmaceuticals and healthcare sector and the impact of generic competition as a result of the patent cliff, this report expects Germany to remain attractive to innovative drugmakers. Furthermore, per-capita spending is high, there is a sizeable pensionable population and regulations are transparent – factors the analysts believes will continue to bring in substantial income for companies operating in the country.

Headline Expenditure Projections:

- Pharmaceuticals: EUR38.35bn (US$50.87bn) in 2010 to EUR38.85bn (US$55.57bn) in 2011; +1.3% growth in local currency terms and +9.2% in US dollar terms. The forecast has been revised up moderately from Q111 due to macroeconomic factors.

- Healthcare: EUR269.99bn (US$358.14bn) in 2010 to EUR274.99bn (US$393.24bn) in 2011; 1.9% growth in local currency terms and 9.8% in US dollar terms. The forecast has been revised up moderately from Q111 due to macroeconomic factors.

- Medical devices: EUR13.00bn (US$17.24bn) in 2010 to EUR13.40bn (US$19.16bn) in 2011; 3.1% growth in local currency terms and 11.1% in US dollar terms. The forecast has has been revised down moderately from Q111 due to analyst intervention.

Business Environment Rating: While Germany is ranked third in the Pharmaceutical and Healthcare Business Environment Ratings (BERs) for Q311, the country will remain attractive to drugmakers. In 2010, Germany's drug market was the fourth largest globally after the US, Japan and China. Furthermore, per-capita spending is high, there is a sizeable pensionable population and regulations are transparent.

Key Trends & Developments:

- In November 2010, the Bundestag finalised the Reorganisation of the Pharmaceutical Market (Arzneimittelmarkt-Neuordnungsgesetz; Amnog) bill, which requires drug companies and health insurers to negotiate the prices of new drugs based on cost-effectiveness criteria which came into effect in January 2011.

- In May 2011, Biocon announced that it was selling its entire 78% stake in its German unit AxiCorp to minority shareholders for EUR40mn (US$58.2mn). AxiCorp was the licensee for Biocon's insulin and Glargine products in Germany and had the sole responsibility for commercialising them.

The Analysts Economic View:

Leading indicators throughout the first quarter of 2011 reaffirm a constructive outlook on the German economy, underpinning the above-consensus 3.0% real GDP growth forecast for 2011. 'Current situation' business confidence indices across the board have continued to head higher in recent months, with the Ifo Business Climate index hitting an all-time high of 111.3 in February, and staying near this level (111.1) in March. The 'business situation' component of the index, which reflects the assessment of Germany's current economic conditions by some 7,000 respondents in construction, manufacturing, wholesale and retail trade, hit a new high of 115.8 in March, taking out the previous peak of 115.4 hit in December 2006.

The Analysts Political View:

Germany's centre-right government continues to pick up the pieces after a string of election defeats in key states, clouding the country's policy direction. The government has already backtracked on its controversial nuclear energy policy and the report does not rule out further policy changes. Although the reshuffle at the junior Free Democrat coalition partner and the rise of the Green party in German politics further cloud the policy environment, this report notes that the opposition will now have to prove itself as a viable alternative to Chancellor Angela Merkel ahead of the 2013 federal election.
