Abstract Standard & Poor's Ratings Services affirmed its 'A+' long-term rating and underlying rating (SPUR) on Boulder County, Colo.'s revenue bonds outstanding issued for the University Corporation for Atmospheric Research (UCAR). The outlook is stable. The rating reflects our assessment of UCAR's: Established role and reputation as a leading laboratory for the study of the atmosphere, Earth systems, and the global environment; Stable and slightly growing membership base encompassing 76 top U.S. research universities, 25 academic affiliate organizations, and 53 international partners; Long, mutually beneficial relationship with the National Science Foundation (NSF), an independent U.S. government agency promoting research and engineering that provides roughly half of UCAR's total organizational funding; Continued growth in both the size and scope of research funding...
