Abstract
Standard & Poor's Ratings Services assigned its 'AAA' enhanced program rating and 'AA' school issuer credit rating (ICR) to St. Paul Independent School District No. 625, Minn.'s series 2011A general obligation (GO) school building bonds and series 2011B certificates of participation (COPs). At the same time, Standard & Poor's affirmed its 'AAA' enhanced program rating and 'AA' ICR on the district's existing debt. The outlook on all bonds is stable. The 'AAA' rating reflects our view of the additional security provided by the Minnesota standing appropriation to prevent a default on the district's bond issues under state statutes, Section 126C.55.
