Looking back, the number of sovereign upgrades and downgrades were balanced in 2002. Egypt and Uruguay lost their investment-grade ratings, while Mexico gained its 'BBB-'. (All ratings and outlooks cited in this article refer to long-term foreign currency sovereign credit ratings, unless specified otherwise. Rating changes during 2002 refer to changes made from Jan. 1 to Dec.19.) Indonesia exited from Selective Default for the third time. Argentina remained in default to its commercial creditors for the entire year. The ratings of Finland and Canada were raised to 'AAA'. Russia's rating moved up two notches, to 'BB'.
